Our Presenters -

Rebecca Hogan, Director of Health Care and Human Resource Policy - Rebecca Hogan recently joined WMC’s government relations team in May of 2011 as the Director of Health Care and Human Resource Policy. Prior to WMC, Rebecca worked in the Wisconsin State Senate for eight years. She worked for Senators Alberta Darling and Luther Olsen and was most recently the Chief of Staff for Senator Randy Hopper. Rebecca also spent four years at the Wisconsin Department of Financial Institutions working on various policy matters.

At WMC, Rebecca focuses on health care, employer/employee relations, and education. She is a graduate of the University of Wisconsin – Madison with degrees in International Relations and Political Science.

She currently serves on the Wisconsin Apprenticeship Advisory Council, the Small Business Review Advisory Committee, the Military Employment Network Task Force, and WMC’s Human Resources Committee. She also volunteers her time with the Wisconsin Women’s Health Foundation.


Irv Gottschalk graduated with a B.A. in political science from San Diego State University in 1972. He moved to Milwaukee later that year to attend UWM, from which he earned his M.A. in political science in 1974. He began his career with the National Labor Relations Board in April 1976, all with the Milwaukee Regional Office. He started as a Field Examiner, over time investigating a full range of representation and unfair labor practice cases. He was also active in the NLRB field employees’ and headquarters support staff’s union, the National Labor Relations Board Union, and served as its National President from 1985 to 1987.

In 1991, Irv was promoted to the position of Compliance Supervisor, where, in addition to supervising a team of field examiners and attorneys, he was responsible for ensuring that Respondent parties, either as a result of voluntary settlements or formal Board or Federal Circuit Court findings of unfair labor practice violations, complied with the agreed-to or ordered remedies. A highlight of Irv’s work during this period was the achievement of a $16 million backpay remedy for over 600 employees in the successorship case U.S. Marine Corporation. After a 2½ year stint of simultaneously serving as Acting Assistant to the Regional Director, Irv was promoted to Assistant to the Regional Director in early 1997. Starting in July 2003, following the retirement of former Regional Director Philip E. Bloedorn, Irv also served as Acting Regional Director for three years. On June 7, 2006, Irv was selected as Regional Director of the Milwaukee Regional Office.

Irv has taught labor relations courses at Alverno College and is a regular guest speaker at UWM’s Master’s program in Human Resources and Labor Relations. He also is active in the Wisconsin Chapter of the Labor and Employment Relations Association and is currently the Chapter’s Immediate Past President.
 

Andrew S. Gallion, co-founder and Vice President of Verified, Incorporated, earned his BA from Winona State University in 1998. After graduating, Andy entered the recruiting industry, developing his knowledge of hiring best practices, while gaining insight into the background screening world through the job placement process. This experience led him to form Verified.

Andy takes pride in being an integral part of Verified's success. He works hands-on, builds client relationships, and plans ahead for the future of the industry. Andy specializes in providing personalized solutions to businesses of all sizes and across all industries. He enjoys working directly with his customers to provide them with knowledgeable solutions for their background screening and drug testing needs.

 
Tom Hunter, Business Development Specialist  with Verified, Incorporated, graduated with high honors from the University of Wisconsin-Milwaukee in 2006. Since then, Tom has enjoyed working within Milwaukee’s fast-paced entrepreneurial community. As a sales professional, Tom has offered his dedication, energy and Wisconsin work ethic to help grow local businesses, while enthusiastically spreading the word that Milwaukee is home to great, innovative companies.
 
Tom has five years of experience selling HR-related services. With Verified, Tom is devoted to promoting diligence-based background screening and drug testing solutions. Tom believes that a sound background screening process will lead to a positive candidate on-boarding experience and enhanced employment brand.
